Sodium dichloroisocyanurate is used as a bleaching and disinfecting agent in dishwashing detergents, swimming pool chemicals, and laundry products (Hawley, 1977; HSDB , 1996). It is used in some countries for sterilization of infant feeding bottles because it is effective in the presence of milk (D'Auria et al, 1989; (Best et al, 1990). It is a strong oxidizer and may react violently with many organic compounds (HSDB , 1996).
Sodium dichloroisocyanurate dihydrate is a triazinetrione derivative. Because the anhydrous form (CAS 2893-78-9) is somewhat hygroscopic (Hawley, 1977), the anhydrous and the hydrated forms exist in equilibrium under ambient conditions and no distinction is made in this review between them. The sodium salt would also be in equilibrium with free dichloroisocyanuric acid.
Sodium dichloroisocyanurate reacts with water to form cyanurate and hypochlorous acid (Hammond et al, 1986) D'Auria et al, 1989). Hypochlorous acid in turn liberates CHLORINE, which then forms HYDROCHLORIC ACID. Sodium dichloroisocyanurate is only partially dissociated into chlorine at any time, and an equilibrium exists in water between the chlorinated isocyanuric acids and their salts (Hu, 1981). Cyanurate has the effect of stabilizing hypochlorous acid to prolong its disinfectant activity (Hammond et al, 1986).

ACUTE CLINICAL EFFECTS
- Sodium dichloroisocyanurate is considered to be one of the safer bleaching agents. Expected types of exposure are direct contact with the skin or eyes, inhalation of the dust, or inhalation of chlorine gas liberated in water.
- Much of the acute toxicity of sodium dichloroisocyanurate is presumed to be due to the formation of hypochlorous acid and chlorine gas, which form HYDROCHLORIC ACID.
- Sodium dichloroisocyanurate dihydrate would be expected to be less irritating than the free acid, but may cause irritation or even burns of the skin, eyes, respiratory tract, and mucous membranes, especially under moist conditions. Chlorinated isocyanurates are practically nontoxic on rabbit skin when applied as a single dose, but can be severely irritating or corrosive on occluded skin (Hammond et al, 1986). Sodium dichloroisocyanurate caused stomach ulceration and hemorrhage following ingestion of 3750 mg/kg (Deichmann, 1969).
- The anhydrous form caused lacrimation, dyspnea, and coma in rabbits, and general depressed activity and diarrhea in rats when administered by the oral route (RTECS , 1996). It was a mild to severe skin irritant and a moderate eye irritant in rabbits (RTECS , 1996).
- Dichloroisocyanuric acid (and presumably the sodium dihyrate form) may induce bronchospasm following dust inhalation (Gosselin et al, 1976).
- Acute effects related to CHLORINE exposure may include delayed non-cardiogenic pulmonary edema and hyperchloremic metabolic acidosis (Szerlip & Singer, 1984).
- Ingestion of large amounts of the sodium salt might result in HYPERNATREMIA. Signs and symptoms of hypernatremia include vomiting, diarrhea, restlessness, thirst, dizziness, headache, seizures, coma, tachycardia, hypotension, fluid retention, cerebral and peripheral edema, and respiratory arrest. CHRONIC CLINICAL EFFECTS
- One case of occupational contact dermatitis caused by sodium dichloroisocyanurate has been reported among hospital cleaning personnel (Singgih et al, 1986). No other effects of chronic or repeated exposure were found at the time of this review.
- Chronic exposure to CHLORINE GAS can cause flu-like symptoms, reactive airway dysfunction syndrome (RADS), and corrosion of tooth enamel.
- Dichloroisocyanurate as a respirable dust at airborne concentrations of 3, 10, and 30 mg/m(3) induced nasal discharge, moist rales, excessive salivation, labored breathing, and lacrimation in rats exposed for 6 hours/day, 5 days/week for 4 weeks (Cascieri & Fletcher, 1983).
- In unpublished rat studies, the only effects of dichloroisocyanurate in drinking water at concentrations of 400 to 8000 ppm for 59 days were reduced body weight, lower food and water consumption, and increased gastrointestinal bleeding in the high dose group (Hammond et al, 1986).
- Relative liver and kidney weights were increased in rats given dichloroisocyanurate in the diet at levels up to 12,000 ppm for 13 weeks (Hammond et al, 1986).
