Utilized as: a solvent for camphor, dye extraction, gums, lacquers, oils, perfumes, phenols, thermoplastics, waxes; low-temperature solvent for caffeine, fats, and natural rubber; a chemical intermediate for chlorinated compounds; an agent for retarding fermentation; organic synthesis for polymers and telomers; in dry cleaning solution; in circuit boards; in food packaging adhesives; in germicidal fumigants (ACGIH, 1991; Budavari, 1989; Hathaway et al, 1991; Lewis, 1993). This compound has been used as a general anesthetic, in combination with ether, in at least 2000 human cases (ACGIH, 1991; Hathaway et al, 1991). The trans-isomer is the most commonly used of the forms (HSDB , 1995).
1,2-Dichloroethylene is a viscous, colorless liquid with an odor described as both sweet, pleasant, ethereal and acrid, chloroform-like. It has two isomers: cis- and trans-forms. The mixture of cis- and trans-isomers is referred to as sym-1,2-dichloroethylene (ACGIH, 1991; ITI, 1988) NIOSH, 1995). Commercial grades (cis-, trans-, or a mixture of both isomers) usually contain inhibitors to prevent polymerization (ACGIH, 1991; NFPA, 1994) NIOSH, 1995). Editor's note: 1,2-Dichloroethylene, together with 1,1-dichloroethylene (also known as vinylidene dichloride or asym-dichloroethylene) [CAS 75-35-4], can be categorically referred to as dichloroethylene [CAS 25323-30-2]. In addition, 1,2-dichloroethylene itself is a mixture of cis-1,2-dichloroethylene and trans-1,2-dichloroethylene (HSDB , 2000; Budavari, 1996).

GENERAL CLINICAL EFFECTS
- 1,2-Dichloroethylene may be toxic by inhalation, ingestion, or dermal exposure. It is an eye, skin, respiratory tract, and gastrointestinal tract irritant.
- Mild exposure may cause nausea, vomiting, weakness, tremors, and corneal clouding. Central nervous system depression may occur.
- Fatty degeneration of the liver has been reported with repeated narcotic exposures in experimental animals.

May cause toxic effects if inhaled or absorbed through skin. Inhalation or contact with material may irritate or burn skin and eyes. Fire will produce irritating, corrosive and/or toxic gases. Vapors may cause dizziness or suffocation. Runoff from fire control or dilution water may cause pollution.

SUMMARY

Move victim to fresh air. Call 911 or emergency medical service. Give artificial respiration if victim is not breathing. Administer oxygen if breathing is difficult. Remove and isolate contaminated clothing and shoes. In case of contact with substance, immediately flush skin or eyes with running water for at least 20 minutes. Wash skin with soap and water. Keep victim warm and quiet. In case of burns, immediately cool affected skin for as long as possible with cold water. Do not remove clothing if adhering to skin. Effects of exposure (inhalation, ingestion or skin contact) to substance may be delayed. Ensure that medical personnel are aware of the material(s) involved and take precautions to protect themselves.
FIRST AID If exposure occurs, follow these first aid measures (National Institute for Occupational Safety and Health, 2007): EYE EXPOSURE - Immediately wash the eyes with large amounts of water, occasionally lifting the lower and upper lids. Get medical attention immediately. Contact lenses should not be worn when working with this chemical. DERMAL EXPOSURE - Promptly wash the contaminated skin with soap and water. If this chemical penetrates the clothing, promptly remove the clothing and wash the skin with soap and water. Get medical attention promptly. INHALATION EXPOSURE - Move the exposed person to fresh air at once. If breathing has stopped, perform artificial respiration. Keep the affected person warm and at rest. Get medical attention as soon as possible. INGESTION EXPOSURE - If this chemical has been swallowed, get medical attention immediately.
TARGET ORGANS - Eyes, respiratory tract, and central nervous system.
GENERAL Move victims of inhalation exposure from the toxic environment and administer 100% humidified supplemental oxygen with assisted ventilation as required. Exposed skin and eyes should be copiously flushed with water. Because of the potential for rapid onset of CNS depression or seizures with possible aspiration of gastric contents, EMESIS SHOULD NOT BE INDUCED. Cautious gastric lavage followed by administration of activated charcoal may be of benefit if the patient is seen soon after the exposure.
INHALATION EXPOSURE INHALATION: Move patient to fresh air. Monitor for respiratory distress. If cough or difficulty breathing develops, evaluate for respiratory tract irritation, bronchitis, or pneumonitis. Administer oxygen and assist ventilation as required. Treat bronchospasm with an inhaled beta2-adrenergic agonist. Consider systemic corticosteroids in patients with significant bronchospasm. If bronchospasm and wheezing occur, consider treatment with inhaled sympathomimetic agents.
DERMAL EXPOSURE DECONTAMINATION: Remove contaminated clothing and jewelry and place them in plastic bags. Wash exposed areas with soap and water for 10 to 15 minutes with gentle sponging to avoid skin breakdown. A physician may need to examine the area if irritation or pain persists (Burgess et al, 1999). Treat dermal irritation or burns with standard topical therapy. Patients developing dermal hypersensitivity reactions may require treatment with systemic or topical corticosteroids or antihistamines.
EYE EXPOSURE DECONTAMINATION: Remove contact lenses and irrigate exposed eyes with copious amounts of room temperature 0.9% saline or water for at least 15 minutes. If irritation, pain, swelling, lacrimation, or photophobia persist after 15 minutes of irrigation, the patient should be seen in a healthcare facility.
INGESTION EXPOSURE Because of the potential for gastrointestinal tract irritation, do not induce emesis. Significant esophageal or gastrointestinal tract irritation or burns may occur following ingestion. The possible benefit of early removal of some ingested material by cautious gastric lavage must be weighed against potential complications of bleeding or perforation. GASTRIC LAVAGE: Consider after ingestion of a potentially life-threatening amount of poison if it can be performed soon after ingestion (generally within 1 hour). Protect airway by placement in the head down left lateral decubitus position or by endotracheal intubation. Control any seizures first. ACTIVATED CHARCOAL: Administer charcoal as a slurry (240 mL water/30 g charcoal). Usual dose: 25 to 100 g in adults/adolescents, 25 to 50 g in children (1 to 12 years), and 1 g/kg in infants less than 1 year old. Observe patients with ingestion carefully for the possible development of esophageal or gastrointestinal tract irritation or burns. If signs or symptoms of esophageal irritation or burns are present, consider endoscopy to determine the extent of injury.
-RANGE OF TOXICITY
MINIMUM LETHAL EXPOSURE
There is one reported fatal industrial exposure to this compound. No information on type or mixture of specific isomers, vapor concentration, duration of exposure, or symptoms were available; it is reported as very high vapor concentration in a small enclosed space (ACGIH, 1991; Hathaway et al, 1991).
MAXIMUM TOLERATED EXPOSURE
In two human subjects, burning of the eyes, fatigue, drowsiness, nausea, vertigo, and increased intracranial pressure were noted after exposure to 2200 ppm of the trans-isomer (ACGIH, 1991; Hathaway et al, 1991).
In the literature, there are many studies on multiple species which demonstrate the lethal levels of this compound. Symptoms generally associated with lethal doses include: heart, liver, and lung damage, as well as depression of the central nervous system (ACGIH, 1991; Hathaway et al, 1991).

HANDLING
- Do not handle broken containers/packages unless wearing protective clothing. When handling this compound wear rubber gloves, safety goggles, and self-contained breathing apparatus or air supply mask (AAR, 1994; (CHRIS , 1995; ITI, 1988).
- This compound is stable during transport; polymerization is not likely to occur under most conditions (CHRIS , 1995).
STORAGE
This compound is usually shipped in: Glass bottles; metal cans, pails, and drums; tanks on trucks, rail cars, and barges (NFPA, 1994).
- ROOM/CABINET RECOMMENDATIONS
Store this compound in a dry, cool, well-ventilated location. Detached or outside storage is preferred. Indoor storage should be in a standard flammable liquid cabinet or storage room. Secure against physical damage (HSDB , 1995; NFPA, 1994). Uninhibited dichloroethylene monomer vapor can form the polymer in confined spaces (ie, vents) (NFPA, 1994). Pressure-vacuum venting should be used (CHRIS , 1995). Storage Temperature: Ambient (CHRIS , 1995)
Separate from strong oxidizers, light, heat, and air (NFPA, 1994). Make sure this compound does not come into contact with copper or copper alloy (ITI, 1988).

SUMMARY

- Appropriate protective clothing should be worn to prevent skin contact. Do not breath vapors of this compound; keep upwind. If skin contact occurs, washing should be done immediately with copious amounts of soap and water. If clothing becomes contaminated or wet, remove immediately due to the flammability hazard. There is no specific recommendation for a worker to change clothing prior to leaving the job-site (AAR, 1994; NIOSH, 1995).
- HazMat and emergency response personnel should wear full protective clothing (gloves, goggles, boots) and positive pressure self-contained breathing apparatus when dealing with this compound (AAR, 1994; (NFPA, 1994).

Vapors may form explosive mixtures with air. Vapors may travel to source of ignition and flash back. Most vapors are heavier than air. They will spread along ground and collect in low or confined areas (sewers, basements, tanks). Vapor explosion hazard indoors, outdoors or in sewers. Those substances designated with a "P" may polymerize explosively when heated or involved in a fire. Runoff to sewer may create fire or explosion hazard. Containers may explode when heated. Many liquids are lighter than water.

- 1,2-Dichloroethylene is incompatible with oxidizers, difluoromethylene dihypofluorite, nitrogen tetraoxide, strong alkalis (sodium, sodium hydroxide, potassium hydroxide), alkali metals (such as aluminum), as well as copper and copper alloys. - This compound decomposes slowly on exposure to air, light, and moisture (Lewis, 1993).

- In the environment, 1,2-dichloroethylene comes from wastewater and air emissions from its manufacture and use. Some common industrial chemicals can break down into this compound under anaerobic conditions, such as in aquifers, sediment, and landfills. Many studies indicate that this compound is an ubiquitous pollutant, although usually found at the ppb or ppt levels, unless in the vicinity of an industrial facility (HSDB , 1995).
ENVIRONMENTAL FATE AND KINETICS
Reaction with photochemically produced hydroxyl radicals is a significant process; half-lives of 8 days for the cis-isomer and 3.6 days for the trans-isomer. It is expected to be scavenged by rain. This compound can travel considerable distances from a source location, this due to its relatively long life in the atmosphere (HSDB , 1995).
SURFACE WATER The major process in water appears to be volatilization; an approximately 3 hour half-live was seen in a model river. Biodegradation, bioconcentration from aquatic organisms, adsorption, oxidation, and hydrolysis are not thought to be important routes (HSDB , 1995).
BIOACCUMULATION
Utilizing a regression equation, a BCF of 15 for the cis-isomer and 22 for the trans-isomer can be estimated. This indicates that 1,2-dichloroethylene should not significantly bioconcentrate in aquatic arganisms (HSDB , 1995).
